TLP replace Jupiter

Jupiter is not developed anymore. A replacement is needed.

Since the Ubuntu version 13.10, it is not possible to use Jupiter which development has been stopped since December 2012.

The replacement is TLP which is quite different from Jupiter.

Indeed, TLP is a command line program. It works in the background at its best and it's not really possible to interact with it: there's no GUI (but it's possible to force a behaviour using configuration files).
